The Obama administration has announced a plan to limit the amount of time students spend taking standardized tests -- and to ensure that such examinations are limited to "tests that are worth taking."

The announcement came after years of often-emotional debate about the number of tests students are asked to take, and the long classroom hours spent prepping for them.

It’s a conversation with huge implications, because at its heart, it’s about who gets to determine what it means to be smart.
