The Impala was speeding south on 35th Avenue, where the street lanes were blocked at Brookdale Avenue for the investigation.
The vehicle crashed into three Oakland police cruisers and two parked cars.
A 27-year-old male passenger, a Hayward resident, died at the scene. Three other passengers were taken to area hospitals and treated for non-life-threatening injuries.
The driver, a 27-year-old Oakland man, suffered serious injuries and was also taken to a hospital.
Police said alcohol, as well as speed, played a role in the crash.
