Kenneth Turan’s DVD picks: Movies with music, from Bugs Bunny to Black Flag

Every film with music as the key element is not a musical -- not even close. New to DVD are two very different collections in which music is central and remarkable.
For animation fans, Warner Home Video is offering “Looney Tunes Musical Masterpieces,” which showcases 18 memorable cartoons, including the celebrated “What’s Opera, Doc?” and “Rabbit of Seville,” where great music is front and center.
New to DVD as a boxed set is Penelope Spheeris’ marvelous “The Decline of Western Civilization” collection of three groundbreaking documentaries and one bonus disc focusing on hard rock and punk. Featuring personal looks at bands such as “Germs,” “Black Flag” and “X,” these films involve you no matter what your musical taste.
