California motorists have been battered worse than those in any other state this year. Fuel prices in the state hit a record Oct. 9, with an average of $4.671 for a gallon of regular gasoline. The state is also on pace to average more than $4 a gallon for the year — a first. It’s a situation that has prompted both of California’s U.S. senators to call for investigations by the Federal Trade Commission and the Justice Department.
