The tragic events in Lithuania demonstrate the gross failure of the Bush Administration’s foreign policy regarding the Baltic states. By refusing to officially recognize Lithuania’s democratically elected, peaceful government and choosing to offer it only mild words of encouragement rather than any substantial aid, President Bush indirectly encouraged the conservative forces within the Soviet Union to view a brutal crackdown in Lithuania as a legitimate option that would bring few repercussions from the West.

The shed blood of Lithuanians stains not only the fists of Mikhail Gorbachev, but also the hands of George Bush.
